If, after 30 September 2020, you want to enjoy the privileges offered by the Varsovian Card (and in case of your children up to 21 years of age or students up to 26 years of age — the Young Varsovian Card), you reside and settled your personal income tax for 2019 in Warsaw, you may extend your entitlements in two ways:
- in selected ticket machines (recommended for people extending entitlements with the exception of families with three children and families with many children who should visit WPT Passengers Service Centres (Punkty Obsługi Pasażerów ZTM)). Just insert the card into the ticket machine slot, select the “e-hologram” option from the start menu and follow the prompts.
- in ZTM Passenger Service Centres and Residents Service Offices (recommended for people applying for the Varsovian Card or the Young Varsovian Card).
People applying for the Varsovian Card or the Young Varsovian Card should bring a identification document and fill in one of the applications below:
– green (I) — for an individual
– blue (R) — for the family
– orange (3) — for families with three children (only in ZTM Passenger Service Centres).
It is also necessary to present an ID card and one of the following documents for review:
- the first page of the PIT tax return filed for 2019 with the Warsaw revenue office stamp certifying the tax settlement
- an official confirmation of receipt issued by the electronic inbox of the ICT system of tax administration (Urzędowe Poświadczenie Odbioru —UPO) with the first page of the tax return filed electronically and the generated document number compatible with the UPO document ID
- a certificate from the revenue office confirming the submission of earned income (sustained loss) tax return in 2019.
If you submit the first page of the PIT, where there is no address, it is necessary to show the tax office’s certificate containing the taxpayer’s address.
Foreigners are obliged to provide the document confirming the assignment of the NIP Tax Identification Number for review.
In case of submitting a family application (R) or (R3), it should be signed by all adult persons. Additionally, you should present a document confirming the degree of kinship (e.g. birth certificate(s) of the child/children) for review. In addition, in the case of a parent / legal guardian registered in Warsaw, it is possible (at his request) to check the relationship on the basis of the population records database.

A) Entitlements to apply for the cards, selection of cards and applications
The Varsovian Card can be obtained if two conditions are both met, i.e. you reside in the Capital City of Warsaw and settle personal income tax in Warsaw.
The following individuals are entitled to the Young Varsovian Card:
- children until 30 September in the calendar year in which they are 21 years of age residing in the area of the Capital City of Warsaw if their both parents/guardians or parent/guardian who is a single parent meet the above stated conditions.
- students until they are 26 years of age if:
– they reside in the area of Warsaw and settle income tax in the Capital City of Warsaw
– their both parents/legal guardians or a parent/legal guardian who is a single parent reside in the area of the Capital City of Warsaw and settle personal income tax in Warsaw
- adult children until 30 September in the calendar year in which they are 21 years of age who do not have parents/legal guardians if they reside in the area of Warsaw and settle personal income tax in the area of the Capital City of Warsaw.
In addition, the Varsovian Card entitles to purchase the Discount Varsovian Ticket to be used by:
- retired persons and pensioners until reaching the 70th year of age (with the exception of people using the Senior Ticket)
- moderately disabled individuals after reaching the 26th year of age
- people completely unable to work after turning 26 years of age
- doctoral students, no longer than when they turn 35
- war veterans or individuals conducting an activity that is equivalent with a war veteran’s activity and certain individuals who are the victims of war repressions and post-war repressions
- students of undergraduate, engineering or master degree studies after they are 26 years of age
- students of teacher-training colleges as well as social worker colleges
- injured veterans receiving disability benefits by virtue of injuries or illnesses occurring as a result of their participation in the warfare abroad
– if these individuals are residing in the area of the City and settle personal income tax in the revenue office in the area of the City, regardless of the fact if those people draw income.
If you are a student up to 26 years of age, residing and settling tax in Warsaw — you are entitled to the Young Varsovian Card (KMW) with a brown hologram. You may use the Discount Varsovian Ticket (Ulgowy Bilet Warszawiaka) after 26 years of age, provided that you replace the hologram with a silver one.
A disabled person meeting the conditions arising from the Resolution, i.e. residing in the area of Warsaw and settling tax in Warsaw from 1 August 2014 can use the Discount Varsovian Ticket.

Entitlements to free travels for families with four or more children will not change. A card in accordance with a special pattern that they already have entitles children to free travels.
It is worth reminding that school attending children living in the families with four or more children, residing in the Capital City of Warsaw, no longer than until 30 September in the calendar year in which they are 21 years of age are entitled to free travels — on the basis of other entitlement to free travel. The loss of entitlement by one of the children does not deprive the remaining children of their entitlements.
The proof of entitlement to free travel in the form of a personalised proximity card is issued by the Public Transport Authority (Zarząd Transportu Miejskiego — ZTM) upon presentment of the evidence confirming that the conditions of entitlement have been met. By “family” one should understand the family mentioned in Article 6 item 14 of the Act of 2 March 2004 on Social Assistance.

People not holding the card with entitlements should apply to ZTM or WOM for issuing a card with a hologram.
Entitlements to free travel will not change. If children wish to use the entitlements resulting from the Young Varsovian Card, the legal guardian must visit one of the ZTM Passengers Service Centres or the Residents Service Office and apply for issuing a hologram, attaching a certificate in terms of placing the child in the facility, issued by the Warsaw Family Support Centre.
You must reside in the area of Warsaw and settle in 2019 tax for 2019 in the revenue office in the area of Warsaw to be able to use the Varsovian Card / Young Varsovian Card.
A foreigner who has a PESEL number may submit a paper application for an individual (I) instead of an application for a foreigner (Io).
Children from families with three children, residing in Warsaw, and whose parents or legal guardians are also residents of the Capital City and settle their personal income tax here are able to get a one year pass for PLN 99. In this situation, the concept of a family should be applied through the prism of Article 6 item 14 of the Act of 12 March 2004 on Social Assistance (Journal of Laws of 2013, item 182), which indicates that a family is composed of people related or unrelated remaining in the actual relationship, living and running a household together. This means that children from the so-called patchwork families, i.e. those in which present spouses or partners are raising children from previous marriages or relationships, are also entitled to the one year pass. To be able to use such a ticket, when applying for the card (in accordance with a special pattern) with a hologram, the applicant must sign an appropriate statement conforming that they remain in an actual relationship, reside together with the children at the address indicated in the application and confirming running joint household. It is also necessary to confirm the degree of kinship of children in relation to people (parents) who are married or remain in an actual relationship having children from previous marriages. This is confirmed by the parent who is the legal guardian in relation to a given child. So, if in the family there are children having two different legal guardians, it is required to confirm the degree of kinship by both guardians.

Student Electronic Cards and Postgraduate Student Electronic Cards issued by the aforementioned higher education institution cannot serve as the ticket carrier introduced from 1 January 2014 for people residing and settling tax in the Capital City of Warsaw. This is due to the lack of unused space on the Electronic Student Card (Elektroniczna Legitymacja Studencka — ELS). According to regulations, the higher education institution has only one field on the ELS at its disposal, which is already used by the Main School of Fire Service and it has no right to use other space. If you are interested in buying the “Varsovian Ticket” and the “Young Varsovian Ticket”, students of this higher education institution are required to apply for the Personalised Warsaw City Card. It is possible to obtain the Personalised Warsaw City Card in any ZTM Passengers Service Centre, the Residents Service Office or by submitting an application via the website.
The degree of kinship may be confirmed in various ways, e.g. by producing the certified copy of the child’s birth certificate. In the case of children from family foster homes, foster families, institutions of emergency care and education of family, socialisation, intervention and specialist therapeutic type by presenting a certificate issued by the Warsaw Family Support Centre. In the case of a legal guardian by presenting a copy of a court order on establishing guardianship over a child, and in the case of adoption — a copy of the court decision on the adoption of a child. In addition, upon the request of a parent/legal guardian registered in Warsaw, it is possible to check kinship based on the population records database.
There is no need to apply for a new card. Your Personalised Warsaw City Card will become the Varsovian Card / Young Varsovian Card after recording a special hologram. This does not apply to families with three children, which should apply for new personalised cards for their children — in accordance with a special pattern — with a hologram. The application for the card for children from families with three children can be submitted in ZTM Passengers Service Centres, attaching photos of children to the application, for whom you are applying for the card. You can specify any ZTM Passengers Service Centre as a collection place of cards. Replacement with the card in accordance with a new pattern is free of charge for children from families with three children.
It takes 7 to a maximum of 30 days to issue the card from the moment of submitting the application.
In case of submitting the application in person in the ZTM Passengers Service Centre or the Residents Service Office, together with the presentation of a certificate from the revenue office or the first page of the PIT tax return certified by the revenue office, or in the case of filing the PIT tax return via the Internet, the first page printed of the PIT tax return and the printed UPO — the PIT tax return with the generated document number compatible with the UPO document ID, it is possible to obtain the hologram “on the spot”.
A “duplicate” of the hologram, namely a subsequent hologram issued in place, for example, of a lost hologram or on the new card, is issued based on data contained in the system — there is no need to present documents for verification.
However, the passenger must sign the application for a subsequent hologram for the Varsovian Card / Young Varsovian Card, thereby confirm that he/she collected a subsequent hologram.
C) Profits from owning of the card. Recharging the card
Holders of the Varsovian Card / Young Varsovian Card will be able to enjoy cheaper public transport tickets. Cardholders will also be entitled to discounts in a number of cultural, educational and recreational institutions, a list of which is available here: www.karta.um.warszawa.pl
People paying taxes in the Capital City pay less for long-term tickets. A 30-day ticket costs PLN 110, and with the Varsovian Card PLN only 98. People using 90-day tickets within the Varsovian Card did not feel the price change – they still travel for PLN 250, and those without the card pay PLN 280.
Tickets are available in all ZTM tickets sale points, therefore also in ticket machines. Entitlements to use these tickets are being verified by ZTM ticket inspectors. The exception is the ticket for children from families with three children. These tickets are available only in ZTM Passengers Service Centres.
D) Young Varsovians Ticket
The Discount Varsovian Ticket is for all people, other than those entitled to the Young Varsovian Ticket, who currently have the right to 50% fare ride, i.e.: retired persons and pensioners until reaching the 70th year of age (with the exception of people using the Senior Ticket), moderately disabled individuals after reaching the 26th year of age, individuals declared to be totally unable to work after they are 26 years of age, doctoral students, no longer than when they turn 35 and individuals whose rights are granted by specific acts (e.g. students or veterans). The Discount Varsovian Ticket costs the same as the Young Varsovian Ticket.
Similarly as in the case of the Varsovian Card and the Young Varsovian Card, a person who wishes to enjoy the Discount Varsovian Ticket should live in Warsaw and settle personal income tax in the Warsaw revenue office. The “Varsovian Card” hologram confirms that its holder meets the requirements necessary to purchase the Discount Varsovian Ticket and it is placed on the card.
Similarly as in the case of the Varsovian Ticket, you must have a silver hologram.

E) Changing the hologram into E-HOLOGRAM
The e-hologram is an electronic record of a discount resulting from the settlement of income tax in Warsaw. E-hologram is uploaded to the Personalised Warsaw City Card (Spersonalizowana Warszawska Karta Miejska — SWKM) or other ticket carrier accepted by ZTM.
Two conditions must be both met to receive e-hologram — you must live and settle income tax in Warsaw.
The following individuals are entitled to e-hologram within the Young Varsovian Card:
- children until 30 September in the calendar year in which they are 21 years of age residing in the area of the Capital City of Warsaw if their both parents/guardians or parent/guardian who is a single parent meet the above stated conditions
- students until they are 26 years of age if:

After 30 September 2020, the Personalised Warsaw City Card without the uploaded e-hologram, and having the Varsovian Ticket, the Young Varsovian Ticket or the Discount Varsovian Ticket — purchased before 1 October 2020 — will be an invalid ticket and discounts related to the Varsovian Card will no longer be honoured.
What is the Varsovian Card?
The capital city rewards people who help co-finance the costs of functioning of the city and settle personal income tax in Warsaw. Personal income tax is the largest source of city revenue, amounting up to 1/3 of all financial resources of the capital city. One person paying tax here brings an average of PLN 3.1 thousand to the city’s fund. Thanks to this money Warsaw can develop and function for its residents. Schools, kindergartens and nursery schools, various cultural institutions, such as theatres and museums, operate thanks to these means. There are new buses, trams and metro. Moreover, the city subsidises public transport in nearly 70 percent. Tax money also helped build e.g. the Copernicus Science Centre, the Maria Skłodowska-Curie bridge, and now help build the second metro line. Therefore, people living and settling personal income tax in Warsaw, thanks to the Varsovian Card and the Young Varsovian Card will be able to enjoy discounts in the capital city public transport, culture and sports.

The Young Varsovian Card is for children until 30 September in the calendar year in which they are 21 years of age or students until they turn 26.
The Varsovian Card and the Young Varsovian Card will operate on the basis of an electronic card being a ZTM ticket carrier with a special hologram stuck on it.

Procedures relating to receiving and issuing hologram
- Applications may be submitted in ZTM Passengers Service Centres and Residents Service Offices. The hologram (and in the absence of the Warsaw City Card, also the card itself) may be collected from a chosen by the passenger place upon presentment of the first page (the one with the address) with the confirmation of receipt (stamp) of the revenue office or a certificate from the revenue office. If you filed the tax return for 2019 via the Internet, bring the first page printed and the printed UPO — the PIT tax return together with the generated document number compatible with the UPO document ID. In the absence of the number, it is necessary to present a certificate from the revenue office or the first page of the PIT tax return certified by the revenue office.
- A person entitled to discounts based on the number of entitlements has the right to one discount chosen by this person.
- The hologram is placed on the Warsaw City Card by ZTM or WOM employees, therefore you must have the Warsaw City Card and other card accepted by ZTM while collecting it and present one of the above-mentioned documents.
- Entitlements to free travels for families with four or more children will not change. Children are entitled to free travels on the basis of a card in accordance with a special pattern they already hold. If children wish to enjoy the entitlements resulting from the Warsaw Family Card program, their parents must apply to ZTM or WOM for a hologram, meeting at the same time conditions resulting from the resolution, i.e. reside in Warsaw and settle personal income tax for 2019 in the Warsaw revenue office.
- Holograms can also be placed on Student Electronic Cards, Legia Fan Cards (with the ZTM/WPT logo and the 11-digit MIFARE number).
Please be advised that in the absence of consent to the placement of the hologram entitling to discounts resulting from holding the “Varsovian Card” and the “Young Varsovian Card” by:
Szkoła Główna Służby Pożarniczej (The Main School of Fire Service),
Student Electronic Cards and Postgraduate Student Electronic Cards issued by the aforementioned higher education institution cannot fulfil the role of a ticket carrier introduced from 1 January 2014 for people living and settling tax in the Capital City of Warsaw. If you are interested in buying the “Varsovian Ticket” and the “Young Varsovian Ticket”, students of this higher education institution will be required to apply for the Personalised Warsaw City Card. You can apply for the Personalised Warsaw City Card in any ZTM Passengers Service Centres, the Residents Service Office or by submitting an application via the website.
Passengers can choose Applications depending on their individual needs:
Individual — for people applying for a hologram entitling them to a discount for the Varsovian Card / Young Varsovian Card or the Discount Varsovian Ticket in the case of:
- individuals who settled tax for the previous year in Warsaw. When filling the application in the passenger indicates whether it is an application for a hologram or also for the Warsaw City Card. If the individual applies for the Warsaw City Card, he/she should attach a photo to the application. In case he/she is the holder of the ELS Card, Legia Fan Card (with the ZTM/WPT logo and the 11-digit MIFARE number) or other accepted by ZTM, he/she only fills in an application for a hologram, entering in the application the MIFARE number of the card held.
- students who settled tax for the previous year in Warsaw.
Family — when applying for a hologram or a card with a hologram for a few people from one family.
If not all people have an electronic card being a ticket carrier, the application should be accompanied by current photos of people who have not got this card yet. When someone in the family is the holder of the ELS Card, Legia Fan Card (with the ZTM/WPT logo and the 11-digit MIFARE number) or other card accepted by ZTM, select an appropriate box in the application and enter the MIFARE number of the card held (a number consisting of eleven digits, in the case of the Warsaw City Card it is placed in the upper right corner on the dark blue side). It is important that the application is signed by all adults (applicants and children) who consented to the processing of personal data, and who make relevant declaration indicated in the application.
For families with three children — for children living in families with three children. The principle of filling the application in and granting the entitlements of parents is the same as in the case of the Family application. In the case of children it is necessary to apply for new personalised cards — in accordance with a special pattern — with a hologram. The application for the card for children living in families with three children can be submitted in ZTM Passengers Service Centres, attaching photos of children to the application, for whom we are applying for the card. You can also specify any ZTM Passengers Service Centre as a collection place of cards. Replacements for a card in accordance with a new pattern is free of charge.
These families will be able to upload the ticket only in ZTM Passengers Service Centres. The price of the ticket according to the Ticket Tariff applicable from 1 January 2014 is PLN 99.00 for each child. The ticket is valid for 365 days.
For Foreigners equivalents of the above-mentioned applications are available. The passenger completes the form in accordance with the pattern below appropriately to the type of application, providing the PESEL number (if held) or the date of birth and the NIP number.

In case of children, you must apply for new personalized cards – with a specialformula – with a hologram.

- §1 point 21 of the Annex to Resolution No. LVI / 1584/2013 City Council Warsaw of 23 May 2013. On the establishment of allowances for transport services of municipal public transport in the capital city Warsaw (as amended).
